Amendment #13 to H4530
Cooperative Ownership of Healthcare Organizations
Mr. Day of Stoneham moves to amend the bill by adding the following section:-
SECTION 4. The Secretary of Economic Development, in coordination with the Massachusetts Office of Business Development and the Massachusetts Center for Employee Ownership, shall conduct a study to determine the statutory and regulatory changes necessary to effectuate a competitive grant program focused on providing low or no interest financing to employees of acute care hospitals, community health centers and other privately held healthcare providers as they seek to establish cooperative corporations to enhance employee ownership. Said study shall include but not be limited to: 1. an analysis of the health care provider landscape in the Commonwealth; 2. a survey of cooperatively held healthcare organizations in the United States and abroad; 3. recommendations for competitive grant program designs targeted at facilitating employee ownership of particular types of healthcare providers; and 4. recommended changes to statute, regulation and appropriations to facilitate such grants. Said study shall be filed with clerks of the House of Representatives and State Senate who shall cause copies of said study to be provided to the House and Senate Chairs of the Joint Committees on Economic Development and Emerging Technologies and Health Care Finance. Said study shall be filed with the Clerks not later than February 20, 2026.
