Amendment #24 to H4601

Procurement Card Regulations

Representatives Jones of North Reading, Ferguson of Holden, Frost of Auburn, Muradian of Grafton, Vieira of Falmouth and Smola of Warren move to amend the bill by inserting the following new section:-

"SECTION X. Chapter 7A of the General Laws, as appearing in the 2024 Official Edition, is hereby amended by adding at the end thereof the following new section:-

Section 19. Procurement cards may be used as an alternative payment method for commonwealth of Massachusetts departments and municipalities. Procurement cards shall be used only as a payment of last resort, (i) where the good or service being purchased is not susceptible of being procured in the ordinary course under the commonwealth's laws governing procurement; (ii) where the selected vendor will not invoice or bill the commonwealth for the purchased goods or services; or (iii) where requiring the employee to seek reimbursement for the purchase would cause substantial hardship to a department.  Procurement cards may not be used for the cost of meals, snacks, or coffee; cash advances; gift cards; legal services; medical services; alcohol purchases; personal expenses of the cardholder; gasoline for a personal vehicle; books, magazines, or other entertainment items while an employee is travelling; gifts for colleagues; and galas or other after-hours events. An individual transaction shall not exceed $1000. The monthly transaction total shall not exceed $5000. The comptroller shall promulgate regulations governing the use of procurement cards."
