Amendment #67 to H4601
Oversight on Healthcare Spending
Mr. Soter of Bellingham moves to amend the bill by adding the following section:
“SECTION XXX. Notwithstanding any general or special law to the contrary, the Secretary of the Executive Office of Health and Human Services shall submit a report to the Joint Committee on Health Care Financing, the House and Senate Committees on Ways and Means, and the Clerk of the House and Senate. Said report shall include, but is not be limited to: (i) A detailed analysis of the specific factors contributing to the need for supplemental appropriations across the Commonwealth’s health care system; (ii) A breakdown of all cost drivers of such appropriations, including, but not limited to, changes in patient volume, payer mix, workforce expenses, pharmaceutical costs, fixed medical costs, capitalization costs, primary care costs, and inflationary pressures impacting operating margins; (iii) an accounting of total medicare, medicaid and other healthcare costs attributable to citizens versus non-citizens in the Commonwealth; and (iv) An overview of the Administration’s strategies to mitigate these cost increases and promote long -term financial stability for the Commonwealths essential health care providers.
The report shall be submitted no later than the Governor’s filing of the fiscal year 2027 budget.”
