Amendment #9 to H4750

Bond Authorization and Capital Project Reporting

Mr. Finn of West Springfield moves to amend the bill by inserting after section 13 the following section:

"SECTION 13A.

Provided that the Secretary of Administration and Finance, the Secretary of Education, and the Commissioner of the Division of Capital Asset Management and Maintenance shall jointly submit an annual report for five years, beginning not later than December 1st 2026, to the Clerk of the House of Representatives; the Chairs of the House and Senate Committees on Ways and Means; and the Chairs of the Joint Committee on Bonding, Capital Expenditures and State Assets. Said report shall include: (i) the amount of bond funding authorized and expended by the University of Massachusetts system, the state universities, and the community colleges of the Commonwealth; (ii) the status of funded capital projects, including current phase, expenditures to date, and projected total costs; and (iii) performance metrics such as, but not limited to, the total square footage of deferred maintenance addressed, carbon emissions reductions achieved, and realized programmatic modernization goals. This report shall inform and guide future legislative efforts to address the Commonwealth’s ongoing higher education capital investment needs.”
