Equitable Apprenticeship Access

Mr. Paulino of Methuen moves to amend the amendment SECTION 1. Section 26 of chapter 149 of the General Laws, as amended by this act, is hereby further amended by inserting after the paragraph added by section 4 the following paragraph: -

For any public works project subject to this section and located within a Gateway Municipality, as defined in section 3A of chapter 23A, to the extent practicable and consistent with federal and state law, not less than 20 per cent of the apprentices employed on such project shall be residents of the municipality in which the project is located or of an adjoining Gateway Municipality.

SECTION 2. Subsection (d)(2) of section 39M¼ of chapter 30 of the General Laws, as inserted by this act, is hereby amended by adding the following clause: -

(iv) evidence of outreach and recruitment efforts, directed to workforce development boards, vocational and technical schools, and community-based workforce organizations located within the municipality where the project is situated.
