Ratepayer Affordability in Clean Energy Procurement

Mr. Paulino of Methuen moves to amend the bill by inserting after section 22 the following section:- Section 22A.

(a) In reviewing and approving any solicitation plan, solicitation or long-term contract pursuant to section 22, the department of public utilities shall consider the impact of such plans, solicitations and contracts on ratepayer affordability, including the cumulative impact of energy costs on residential customers, with particular attention to low-income customers.

(b) The department of public utilities shall, consistent with its existing authority, incorporate an evaluation of cumulative ratepayer impacts as part of its determination of cost-effectiveness.

(c) The department shall, in consultation with the department of public utilities, annually report to the clerks of the house of representatives and the senate, the house and senate committees on ways and means and the joint committee on telecommunications, utilities and energy on the cumulative ratepayer impacts associated with procurements conducted pursuant to section 22, including trends in residential energy burden and any recommendations to mitigate adverse impacts.
