Ms. Uyterhoeven of Somerville moves to amend the bill in Section 69(a) by adding the following:" No mid-term modification filed pursuant to this section shall reduce funding for programs, rebates or incentives serving designated equity communities, low-income eligible customers or renters in affordable housing below the levels approved in the 2025-2027 3-year plan. In determining savings for ratepayers pursuant to this section, the department of public utilities shall consider the lifetime energy savings, avoided greenhouse gas emissions valued at the social cost of greenhouse gas emissions, public health benefits, and avoided fossil fuel expenditures attributable to the programs proposed for reduction."
