Task force to study ratepayer savings
Mr. Cabral of New Bedford moves to amend the bill by adding the following section:
Section XXXX. There shall be a task force established to study and make recommendations regarding programs that appear on ratepayer utility, gas, and electric bills, including (i) utility maintenance and infrastructure investments, (ii) public benefits related to energy programs authorized by the state, and (iii) electricity delivery charges, for the purposes of reducing gas and electric utility bills for Commonwealth residents.
The task force shall consist of nine members, five members to be appointed by the governor, including the secretary of energy and environmental affairs or their designee, the climate chief or their designee, one member representing public utilities, and one member representing ratepayers; two members appointed by the speaker of the house; and two members appointed by the president of the senate. The governor shall appoint the chair of the task force.
The task force shall prepare a report and submit its findings, including legislation to implement recommendations for ratepayer savings, to the governor and the clerks of the house of representatives and senate no later than June 30, 2027.
