Amendment #123 to H5151

Capping the future growth of the MassSave budget at 2%

Mr. McKenna of Sutton moves to amend the bill by adding the following section:

SECTION XXX.

Chapter 25 of the General Laws, as so appearing, is hereby amended by inserting after Section 21, subsection (f) the following subsection:

(g) The department shall not approve a plan if the plan’s total costs are more than 2% greater than the total costs incurred for the previously approved plan that is in effect pursuant to this section. The department of public utilities shall adjust public benefit charges and other authorized funding mechanisms as necessary to ensure that total collections for energy efficiency programs align precisely with this budget cap. Any over-collection of such charges shall be credited to ratepayers in a subsequent billing period. No under-collection shall be recovered in a manner that causes total collections to exceed the approved budget cap.
