Amendment #23 to H5151
Allow energy rate payers to opt out of the Net Metering Recovery Surcharge
Mr. Marsi of Charlton moves to amend the bill by adding the following new section:-
“SECTION X. The first paragraph of section 1D of said chapter 164, as so appearing, is hereby amended by adding the following paragraph:- Not later than September 1, 2026, each distribution company, in consultation with the department, shall inform residential customers of the option to opt-out of the net metering recovery surcharge, provided that they do not have an interconnected net metering system at the residential location. Following a certified response from a customer, the distribution company shall not charge that customer the net metering recovery surcharge in the following billing cycle.”
