Strengthening Clean Energy Procurement Obligations

Mr. Owens of Watertown moves to amend the bill in section 13, in lines 197 and 198, by inserting after the word “generation” the words “and land-based wind energy generation”,

and in said section 13, in lines 233 and 234, by striking out the words “The department may competitively solicit proposals for long-term contracts for environmental services” and inserting in place thereof the words “The department shall competitively solicit proposals for long-term contracts for environmental attributes or energy services in fulfillment of the resource solicitation plan and the procurement requirements for solar, land-based wind, and offshore wind established by this section. Attributes purchased from solar, land-based, and offshore wind energy generation shall be indexed to energy and capacity market revenues and adjust for inflation over the tenure of the contract”.
