Amendment #51 to H5151
Increasing Natural Gas Lines
Mr. Vaughn of Wrentham moves to amend the bill By adding the following section:
“SECTION XXX. Section 75E of Chapter 164 of the General Laws, as so appearing, is hereby amended by inserting the following paragraphs:-
The department shall promulgate regulations to increase the carrying capacity of any existing gas pipeline or distribution main, which for the following purposes that shall include but not be limited to (i) the need to meet projected increases in demand for natural gas service within the commonwealth; (ii) the promotion of system reliability and resiliency, particularly during peak demand periods or extreme weather events; (iii) the economic benefits of ensuring affordable and stable rates for ratepayers; and (iv) the advancement of regional energy security.
In considering petitions for capacity expansion projects, the department shall evaluate evidence of projected demand, economic benefits to ratepayers, system reliability, and resiliency to extreme weather events. The department shall establish by regulation an expedited review track for such projects when no new land or rights-of-way are required.
The department shall furnish these regulations within 60 days of the passage of this act.”
