Mr. Connolly of Cambridge moves to amend the bill in section 69, in line 2176, by inserting after the word “$1,000,000,000.” the words “(c) Provided further, that said mid-term modifications shall be explicitly limited to reducing marketing, advertising and administrative budgets, and the aforementioned savings of up to $1,000,000,000 will only be approved by the department of public utilities, in whole or in part, to the extent the department certifies that the full, positive impact of the current Mass Save program shall be preserved at least until the legislature receives a report on the program from the Inspector General and has acted upon any recommendations therein.”.
