Contribution in Aid of Construction Transparency and Service Timelines

Mr. LeBoeuf of Worcester moves to amend the bill In section 39, in line 1394, by inserting after the word “cash” the following:

(c) An electric distribution company shall apply a revenue justification methodology in determining contributions in aid of construction for new or expanded load that reasonably reflects the long-term revenue contribution of new customers and is applied consistently across service territories. Each electric distribution company shall file with the department a description of the methodology, including the assumptions and time horizon used in calculating revenue justification offsets. The department shall review such methodology and may require revisions to ensure that contributions in aid of construction are calculated in a reasonable and transparent manner.

(d) An electric distribution company shall track timelines associated with new or upgraded electric service for development or redevelopment projects, including the completion of required civil survey and utility design, the issuance of contributions in aid of construction determinations, and the commencement of required distribution system construction. Each electric distribution company shall report its average and median timelines for such activities as part of its electric-sector modernization plan and semiannual reporting requirements.
