Audit the Social Benefits and Costs of Mass Save

Ms. Uyterhoeven of Somerville moves to amend the bill in Section 67(b) in line 2147, by inserting after "program" the following:

"(ix) the direct and indirect climate, health and economic benefits of the program, including but not limited to avoided greenhouse gas emissions calculated using the social cost of greenhouse gas emissions at a 1.5 per cent social discount rate, improved indoor air quality, reduced respiratory illness and avoided fossil fuel expenditures;

(x) the program's effectiveness in delivering services to designated equity communities, low-income households, renters, environmental justice populations as defined in section 62 of chapter 30, and multilingual populations, including per-capita investment levels, participation rates and measure installation rates in such communities as compared to statewide averages; and

(xi) whether any proposed reductions in program spending would disproportionately reduce services to the populations identified in clause (x), and if so, what alternative reductions would avoid such disproportionate impact".
