Amendment #31 to H5264

Emergency School Access

Mr. Cahill of Lynn moves to amend the bill in item 1596-2517 by inserting at the end thereof the following:--

“; provided further, that not less than $1,500,000 shall be expended for grants to implement section 1P ½ of chapter 69 of the General Laws” and;

By striking in said item the figure “$100,000” and inserting in place thereof the follow figure:--“1,600,000” and;

By adding at the end thereof the following section:--

“SECTION XY__ Chapter 69 of the General Laws is hereby amended by adding after section 1P the following section:

Section 1P ½ Emergency School Access.

Section 1P ½ (a) Subject to appropriation, all city, town and reginal school districts shall be required to install at each school building at least one exterior key box that (i) meets or exceeds Underwriters Laboratories Standard 1037, (ii) is installed at an appropriate location for permitting emergency responders, primarily law enforcement, but fire and emergency medical services personnel as determined by the school district, emergency access to the building (iii) contains keys and other access control devices as are necessary to access each building and room located on the entire school grounds and (iv) may contain other information or devises as determined necessary by the district.

(b) The precise location of the key box shall be determined by the school district in consultation with law enforcement partners.

(c) This section shall take effect on January 1, 2028”
