Amendment #1006 to H5500

Protecting the Health Safety Net

Mr. Lawn of Watertown moves to amend the bill by adding the following sections:-

SECTION XX.  Notwithstanding any general or special law to the contrary, the comptroller, at the direction of the secretary of administration and finance, shall transfer $37,500,000 from the Commonwealth Care Trust Fund established in section 2OOO of chapter 29 of the General Laws to the Health Safety Net Trust Fund established in section 66 of chapter 118E of the General Laws; provided, however, that such transfers shall be in addition to any other transfers from said Commonwealth Care Trust Fund to said Health Safety Net Trust Fund required in fiscal years 2027; provided further, that such funds shall be used first to reduce the shortfall, as described in subsection (b) of section 69 of said chapter 118E, for health safety net fiscal year 2027; and provided further, that the amount equal to any federal financial participation revenues claimed and received by the commonwealth for eligible expenditures made from said Health Safety Net Trust Fund with these funds transferred from said Commonwealth Care Trust Fund shall be credited to said Health Safety Net Trust Fund.

 

Section XX.  Notwithstanding any general or special law to the contrary, the comptroller, at the direction of the secretary of administration and finance, shall transfer $8,000,000 from the Commonwealth Care Trust Fund established in section 2OOO of chapter 29 of the General Laws to the General Fund.

 

Section XX. In section 2, in line item 4000-0700 by adding the following: “provided further, that not less than $8,000,000 shall be expended to the non-state, government public hospital system established under chapter 147 of the acts of 1996.
