Enhanced Medicaid Payments for Extremely High Public Pay Community Hospitals
Ms. Fiola of Fall River moves to amend the bill in section 2, in item 4000-0700, by striking out the words "provided further, that MassHealth shall expend $13,000,000 in the aggregate in the form of enhanced Medicaid payments, supplemental payments or other appropriate mechanism for acute care hospitals that have greater than 63 per cent of their gross patient service revenue from governmental payers and free care as determined by the executive office;" and inserting in place thereof the following:- "provided further, that MassHealth shall expend not less than $25,000,000 in the aggregate for acute care hospitals designated as a community-high public payer hospital by the Center for Health Information and Analysis that have a public payer mix greater than 75 per cent as calculated by said center using hospital fiscal year 2024 data; provided, however, that such payments shall not be used in subsequent years by the secretary to calculate an eligible hospital’s average monthly payment; and provided further, that such payments shall not offset existing Medicaid payments for which an eligible hospital may be qualified to receive;"
