Mr. Kearney of Scituate moves to amend the bill in section 2, in item 0610-0051, by adding the following: “; provided further, that not less than $100,000 shall be expended for a pilot program administered by the alcoholic beverages control commission to provide identification scanning devices to licensed retailers to prevent the sale of alcohol and tobacco products to minors
