Residency and Eligibility Requirements for State-Funded Benefits
Mr. Boldyga of Southwick moves to amend the bill by adding the following section:
"SECTION XXXX. Notwithstanding any special or general law to the contrary, for any program administered by an executive office providing means-tested benefits funded in whole or in part by the Commonwealth, eligibility shall be limited to individuals who: (i) demonstrate legal residency in the United States; and (ii) provide documentation of identity and eligibility
Executive offices administering such programs shall implement reasonable verification procedures, including periodic eligibility reviews, to ensure compliance with this section. Benefits shall not be provided unless eligibility has been verified in accordance with such procedures.
The Executive Office for Administration and Finance shall promulgate guidance necessary to implement this section, including uniform standards for eligibility verification across agencies."
