Amendment #1337 to H5500

Examining and Improving SNAP Payment Error Rate

Representatives Jones of North Reading, Ferguson of Holden, Frost of Auburn, Muradian of Grafton, Vieira of Falmouth and Smola of Warren move to amend the bill by adding the following section:

 

“SECTION XX. The inspector general shall conduct a performance audit of the commonwealth’s Supplemental Nutrition Assistance Program (SNAP) payment error rate, including identifying systems, practices, and components of program design that contribute to such error rate.

 

Within six months of the effective date of this act, the inspector general shall submit a report of its findings and recommendations, including, but not limited to, recommendations for improved policies and practices to reduce the error rate and an estimate of anticipated federal penalties if the current error rate is not reduced. The inspector general shall file said report with the clerks of the house of representatives and the senate and shall make the report publicly available on its website.

 

The executive office for administration and finance, in consultation with the department of transitional assistance, shall review the inspector general’s findings and shall submit a plan to implement strategies to reduce the error rate and mitigate potential federal penalties to take effect on July 1, 2027. Said plan shall be filed with the clerks of the house of representatives and the senate and shall be made publicly available on the inspector general’s website.”
