Amendment #1363 to H5500
Motor Vehicle Excise Tax Review
Mr. Kearney of Scituate moves to amend the bill by adding the following section:-
“SECTION X. There shall be a special commission established to review the motor vehicle excise tax pursuant to chapter 60A of the General Laws and to make recommendations regarding the structure, fairness and long-term viability of said tax, including, but not limited to, the potential elimination, reduction or restructuring of the tax.
The commission shall consist of: the secretary of administration and finance or a designee, who shall serve as chair; the commissioner of revenue or a designee; 1 member appointed by the Massachusetts Municipal Association; 1 member appointed by the Massachusetts Collectors and Treasurers Association; 1 member appointed by the speaker of the house; 1 member appointed by the senate president; and 1 member who shall be a resident of the commonwealth appointed by the governor.
The commission shall examine the fiscal impact of any proposed changes on municipalities and the commonwealth, as well as the potential impact on taxpayers.
The commission shall file a report of its findings and recommendations, together with any proposed legislation, with the clerks of the house of representatives and the senate not later than December 31, 2027.”
