Amendment #1690 to H5500

Intergovernmental Transfer Program for Public Ambulance Services

Mr. Mahoney of Worcester moves to amend the bill by adding the following section: 

“SECTION XX. (a) The following words shall, unless the context clearly requires otherwise, have the following meanings: 

“Executive Office”, The Executive Office of Health and Human Services. 

“Public ambulance service”, ambulance services which are provided by a city or town, county, district or other governmental body and are licensed pursuant to section 6 of chapter 111C. 

(b) The Executive Office shall implement voluntary programs to increase funding to public ambulance services, including, but not limited to intergovernmental transfer programs, as permissible under §1903(w)(6) of the Social Security Act and codified at 42 CFR 433.51. The Executive Office shall amend the State Plan for Medical Assistance and shall seek approval from the Centers for Medicare and Medicaid Services as necessary to make supplemental payments for public ambulance services that make an intergovernmental transfer under this section. 

(c) Any additional funds public ambulance services receive as a result of this section shall not be used to replace payment commitments between the public ambulance services and the Commonwealth”.
