Live Table Games at Plainridge Park Casino

Mr. Vaughn of Wrentham moves to amend the bill by adding the following section:

SECTION X. Chapter 23K of the General Laws is hereby amended by adding the following section:-

Section XX. Authorization of Live Table Games at Existing Category 2 Licensee

(a)Notwithstanding any general or special law to the contrary, the gaming commission shall authorize the holder of a category 2 license, located in the town of Plainville and operating a gaming establishment as of the effective date of this act, to conduct live table games, including but not limited to blackjack, poker, roulette, and other commission-approved table games.

(b)The commission shall promulgate regulations governing the operation of such table games, including, but not limited to:

(i)minimum internal controls;

(ii)security and surveillance requirements;

(iii)licensing of employees;

(iv)wagering limits; and

(v)protections to ensure the integrity of gaming operations.

(c)The category 2 licensee authorized under this section shall remit a tax on gross gaming revenue derived from live table games at a rate of per cent, as determined by the general court.

(d)All revenues collected under subsection (c) shall be deposited into the Gaming Local Aid Fund, the Commonwealth Transportation Fund, and other funds as directed by the general court.

(e)Prior to the commencement of live table games, the licensee shall submit a plan to the commission detailing:

(i)workforce development and hiring preferences for Massachusetts residents;

(ii)responsible gaming measures; and

(iii)mitigation strategies for local impacts.

(f)The commission shall ensure that the authorization of live table games under this section does not adversely impact existing category 1 licensees in a manner inconsistent with the intent of chapter 23K.

(g)This section shall take effect upon its passage.
