Mr. Vargas of Haverhill moves to amend the bill in section 2, in item 7004-0107, by inserting after the word "programs" the following: “provided further, that not less than $30,000 shall be expended to Emmaus Inc. to support their shelter and services to the homeless population of Haverhill.”
