Eliminating the Notice to Quit Requirement for RAFT Eligibility and Reinstating Proactive Notice to EOHLC

Mr. LeBoeuf of Worcester moves to amend the bill by adding the following section:

“SECTION XXXX. (a) Item 7004-9316 of section 2 of chapter 140 of the acts of 2024 is hereby amended by inserting after the words “processing time” the following words:- "; provided further, that the executive office shall not require a notice to quit from a landlord or a utility shutoff notice for a household to be eligible for assistance; provided further, that the executive office shall establish, in consultation with the joint committee on housing, criteria for demonstrating that a household is experiencing hardship, and shall solicit public feedback when developing such criteria; provided further, that the executive office shall provide a copy of the notice to quit to the executive office through an online portal so that the executive office can proactively reach out to property owners and tenants to preserve their tenancy with RAFT assistance.""
