Amendment #26 to H57

Contract Oversight

Ms. Kerans of Danvers moves to amend the bill by adding the following section:

"SECTION XXXX: (a) The secretary of housing and livable communities shall submit for review and comment by the secretary of health and human services and the commissioner of the department of public health, prior to issuance, a copy of the RFP for shelter and food services in connection with the EA program. Said review shall be completed within two weeks of receipt and shall include the scope of services, reimbursement rates for shelter and food, safety and suitability of premises for children and families, and measures to prevent price-gouging.

(b) Within sixty days of execution of a contract for the provision of food or shelter in the EA program, the secretary of housing and livable communities shall submit a copy of said contract to the house committee on post-audit and oversight and the committee on house ways and means for review to ensure compliance with accepted procurement standards.
