Preventing Unfunded Municipal Mandates

Mr. Gómez of Easthampton moves to amend the bill SECTION X. In section 5, by inserting after the words "communication with insurance companies;" the following:-

provided further, that the department of fire safety shall fully fund, manage, and maintain said public notification system and online database from state revenues, and shall not shift any administrative reporting costs, data-entry requirements, or technological implementation burdens onto municipal fire departments or local building inspection departments in municipalities with a population of fewer than 40,000 residents.
