Adult Day Health Financing Structure Study

Ms. Jehlen, Ms. Miranda and Messrs. Durant, Keenan and Montigny move to amend the bill by inserting after section 65 the following section:-

“SECTION 65A. There shall be a special commission to study the rate structure and payment rates for adult day health programs. The commission shall consist of: the secretary of health and human services or a designee, who shall serve as chair; the secretary of aging and independence or a designee; the assistant secretary for MassHealth or a designee; the house and senate chairs of the joint committee on aging and independence or designees; the executive director of the Massachusetts Adult Day Services Association; and directors of 3 adult day health programs, who shall be nominated by the executive director of the Massachusetts Adult Day Services Association and appointed by the governor, 1 of whom shall represent a non-profit program, 1 of whom shall represent a suburban-based program and 1 of whom shall represent an urban-based program. The commission shall study and make recommendations to develop a rate structure that will impute actual costs into the structure and stabilize the overall financing structure of adult day services. The commission shall also study and make recommendations regarding the rates paid over last 10 fiscal years, the number of people served and the number of programs that have closed and the reason for closure. The commission shall submit a report of its findings to the clerks of the senate and house of representative, which shall include recommendations to ensure the continued operation of high quality adult day health programs throughout the commonwealth, not later than December 31, 2025.".
