Shelter Spending Transparency
Mr. Tarr, Mrs. Dooner and Messrs. Durant, Fattman, Moore and Montigny move that the proposed new text be amended by inserting after section 50 the following section:-
"SECTION 50A. Item 1599-0514 of section 2A of chapter 77 of the acts of 2023 is hereby amended by inserting after the words “fiscal year 2025” the following words:- and in all subsequent fiscal years thereafter; provided further, that the executive office for administration and finance, in consultation with the executive office of housing and livable communities, shall provide a report to the clerks of the house of representatives and senate and the house and senate committees on ways and means detailing all fiscal year 2026 spending on the emergency housing assistance program since July 1, 2025 which had not been previously disclosed in the offices’ bi-weekly reports on the emergency housing assistance program and shall continue with all bi-weekly emergency assistance reporting as required under chapter 1 of the acts of 2025.";
and by inserting after section 84 the following 2 sections:-
“SECTION 84A. Item 7004-0108 of said section 2 of said chapter 9 is hereby amended by inserting after the word “means”, the second time it appears, the following words:- and the clerks of the house of representatives and the senate.
SECTION 84B. Said item 7004-0108 of said section 2 of said chapter 9 is hereby further amended by striking out the words “and (vi)” and inserting in place thereof the following words:- (vi) total program expenditures and utilization trends, including repeat utilization of HomeBASE benefits; (vii) demographic information of applicants and participants, including household size, age, gender and immigration status, reported only in aggregate deidentified form; (viii) the extent of federal financial participation in expenditures under this program, including the percentage and dollar amount of costs reimbursed by the federal government, the sources of such reimbursement, and the resulting net state cost; and (ix).”.
