MBTA Assessments
Mr. Driscoll moves that the proposed new text be amended by inserting after section 101 the following section:-
“SECTION 101A. The Massachusetts Bay Transportation Authority, in consultation with the advisory board established in section 7A of chapter 161A of the General Laws, shall investigate, study and issue recommendations regarding the local assessments on cities and towns paid pursuant to section 9 of chapter 161A. The investigation shall include, but not be limited to: (i) a review of the assessment formula; (ii) a review of annual assessment increases and amounts; (iii) the impact of local assessments on municipal budgets and the budget of the authority; (iv) comparisons to local funding assessments received by peer transit systems and (v) possible adjustments, modifications or revisions to the assessment formula or municipal payments, including both the annual assessment amount and revised allocations, consistent with considerations of the relative service frequency, ridership, economic benefits and fiscal capacity of the contributing cities and towns. The authority shall submit a report of its findings and its recommendations to the clerks of the house of representatives and the senate and to the board of directors of the authority not later than December 31, 2026.”.
