Affirmative action by the General Court
Mr. Tarr moves to amend the resolution by inserting in line 26 after the word, "and be it further" the following: -
"Resolved, that this rescission of all prior applications of the General Court to the Congress of the United States pursuant to Article V of the United States Constitution is intended to be permanent and irrevocable. No subsequent action of the General Court shall be construed to revive, reinstate, or revalidate any prior application heretofore adopted. Any future application to Congress pursuant to Article V must be enacted as a new and independent resolution of the General Court, expressly stating its purpose and scope, and shall not rely upon, incorporate, or reference any prior application rescinded by this resolution; and be it further"
