Master Contracts

Mr. Tarr and Mrs. Dooner move to amend the bill by inserting in line 27 after the word "use" the following:- "(E) evaluate and recommend mechanisms by which the commonwealth, through the board of library commissioners or another designated entity, may enter into master contracts on behalf of one or more public libraries for the acquisition, licensing, or subscription of digital resources, in order to achieve cost efficiencies, ensure equitable access, and strengthen bargaining power with publishers and distributors.”
