Safety‑Based Redactions in Campaign Finance Statements

Mr. Tarr moves that the proposed new draft be amended by inserting after section 4 the following section:-

"SECTION _. Section 19 of chapter 55 of the General Laws, as appearing in the 2024 Official Edition, is hereby amended by inserting after paragraph (2) of subsection (b) the following paragraph:—

(2A) Notwithstanding any other provision of this chapter, the treasurer of a political committee or ballot question committee may petition the director to redact the name or address of a contributor from public disclosure upon a written certification that disclosure would create a credible threat to the personal safety of the contributor or a member of the contributor’s household. The director shall review such petition and issue a written determination within 10 business days. A redaction granted under this paragraph shall not affect the requirement that the treasurer maintain complete internal records of all contributions and contributor information, which shall be available to the director upon request.”
