Standardizing Valuation and Liability Reporting in Campaign Finance Statements

Mr. Tarr moves that the proposed new draft be amended by inserting after section_ the following section:-

"SECTION_. Section 19 of said chapter 55, as so appearing, is hereby further amended by inserting after paragraph (2) of subsection (b) the following paragraph:—

(2A) The director shall promulgate uniform rules governing the valuation of in‑kind contributions and the reporting of liabilities under this subsection. Such rules shall include, but not be limited to: (i) standardized methods for determining the fair‑market value of goods and services; (ii) documentation requirements for treasurers; (iii) uniform categories for describing the purpose of liabilities; and (iv) a standard reporting form to ensure consistent and comparable disclosure across committees. Treasurers shall apply such valuation rules and shall maintain supporting records, which shall be available to the director upon request.”
