Cost of Living Adjustments

Mr. Collins moves that the proposed new draft be amended by inserting the following section:-

"SECTION X. City or town councils, with the approval of the mayor, are authorized to expend surplus funds to provide Cost-of-living adjustments (COLA) to municipal employees and retirees."
