Considering the results of reading proficiency testing

Mr. Brownsberger moves that the proposed new text be amended in section 3, by inserting in line 49 after the phrase “and meet quality standards determined by the department” the following text:- “; and provided, however, that in determining whether to grant a waiver, the department may consider the results of reading proficiency testing in the district; and provided further that if the department considers the results of reading proficiency testing in the district, the department shall do so for every subgroup of students for which there is sufficient data”.
