Messrs. Tarr and O'Connor move that the proposed new text be amended in line 43 after the word, "instruction" the following words:- "provided, however, that if the department uses any third-party for recommendations of evidence-based literacy instruction, that third-party must demonstrate its reliance on methods backed by scientific research and its findings of demonstrated records of success in increasing student competency".
