Ms. Edwards moved that the proposed new text be amended in section 2, in item 5042-5000, by adding the following words: - “; provided further, that not less than $75,000 shall be expended for YouthConnect to provide community-based mental health services to high-risk youth and their families residing in the East Boston community".
