Evidence-Based Integrated Student Support
Messrs. Lewis and O'Connor moved that the proposed new text be amended in section 2, by inserting after item 7061-9634 the following item:
"7061- 9650 For the Supporting Healthy Alliances Reinforcing Education (SHARE) grant program to provide an integrated student wellness grant program to assist schools with addressing non-academic barriers to student success; provided, that not less than $10,000,000 shall be expended for grants to school districts, charter schools and educational collaboratives to promote student academic success and well-being for students in pre-kindergarten through Grade 12, inclusive, by developing, securing, and coordinating school- and community-based supports and enrichment opportunities that address academic, behavioral, social-emotional, health and mental health barriers to achievement; provided further, that grantees shall use an evidence-based model of integrated student support that the department of elementary and secondary education shall determine meets the National Guidelines for Integrated Student Support and is demonstrated to significantly improve student chronic absenteeism, dropout rates, and academic performance on statewide tests; provided further, that preference for grants awarded through this program shall be for school districts, charter schools and educational collaboratives that have previously implemented an evidence-based approach to integrated students support, participated in department of elementary and secondary education academies related to student support, prior grantees under 7061-0028, 7061-9650, and 7061-9612 and school districts and schools designated by the department as underperforming; provided further, that up to $2,000,000 may be expended to enable school districts, charter schools and educational collaboratives to prepare to implement an evidence-based approach to integrated student support and up to $1,500,000 may be expended to ensure evaluation of impacts; provided further, that by December 31, 2026 the department of elementary and secondary education shall submit a report to the legislature on (a) which evidence-based models of integrated student support meet the standards of evidence and best practices; (b) the total number of schools and districts implementing an evidence-based approach to integrated student support, (c) the number and percentage students receiving individually tailored support; (d) the number and type of school- and community-based services and enrichment opportunities provided to students; provided further, that by December 31, 2030 the department shall report to the legislature an evaluation of the impacts of evidence-based integrated student support models on students, teachers, schools, and communities including but not limited to impacts on attendance, academic performance, and drop out rates....................................................$10,000,000
