"SECTION ____ Chapter 6 of the General Laws as appearing in the 2022 official edition is hereby amended by striking out section 56 and inserting in place thereof the following section:-
“Section 56. There shall be a commission to be known as the Massachusetts commission against discrimination. The commission shall be an independent agency of the government of the commonwealth and shall not be subject to the control of any other department or agency.
Such commission shall consist of 6 members, to be known as commissioners, 4 of whom shall be appointed by the governor, 2 of whom shall be appointed by the attorney general. The governor shall designate 1 commissioner as chair, who shall devote their full-time duties to their office and the remaining 5 commissioners shall be per diem. Two commissioners shall reside in Worcester, Hampden, Hampshire, Franklin or Berkshire county, 1 shall reside in Barnstable or Plymouth County, and 3 shall reside in any of the remaining counties of the commonwealth. Each commissioner shall be appointed for a term of 3 years. Any commissioner chosen to fill a vacancy occurring other than by expiration of a term shall be appointed for the unexpired term of the commissioner whom they are to succeed. Three commissioners shall constitute a quorum for the purpose of conducting the business of the commission and a majority of commissioners present and voting shall be required for an action of the commission. The chair may call a meeting of the commission and may call for a vote on any matter designated for a vote on the notice of the meeting. A vacancy shall not impair the right of the remaining commissioners to exercise all the powers of the commission. A commissioner may be removed by their appointing authority for inefficiency, neglect of duty, misconduct or malfeasance in office, after being given a written statement of the charges and an opportunity to be heard thereon.”

"SECTION X. Chapter 276 of the General Laws, as appearing in the 2022 Official Edition, is hereby amended by inserting after section 20R the following section:-
Section 20S: Honoring Federal Immigration Detainers Issued by the United States Immigration and Customs Enforcement
Section 20S. (a) For purposes of this section, the term “law enforcement agency” shall include but not be limited to any state, municipal, college or university police department, sheriff’s department, correctional facility, prosecutorial office, court, probation office, or any other non-federal entity in the commonwealth charged with the enforcement of laws or the custody of detained persons. Upon receipt of a written request from the United States Immigration and Customs Enforcement requesting detention of an individual on the grounds that there is probable cause that such person is a removable alien, law enforcement agencies may comply with the terms of any detainer request received under any of the following circumstances:
(i) The individual has been convicted or charged with an aggravated felony offense as defined in 8 USC § 1101(a)(43), including but not limited to, murder, rape, sexual abuse of a minor, illicit drug trafficking, and illicit firearms trafficking.
(ii) The individual has been convicted or charged with a violent crime as defined in 18 USC § 16.
(iii) The individual has been convicted or charged with a criminal street gang offense as defined in 18 USC § 521.
(iv) The individual has been convicted or charged with a terrorism offense as defined in 18 USC Chapter 113B.
(b) Any law enforcement agency employee may comply with a United States Immigration and Customs Enforcement detention request if said employee determines that the alien poses a threat to public safety, or other compelling argument supporting the alien’s detention.
SECTION X. Section X shall take effect upon its passage."
