Commercial Boarding and Training Kennels Phase-In Period

Messrs. Finegold and Payano move that the proposed new draft be amended adding the following section:-

“SECTION XX. Section 174G(a) of chapter 140 of the General Laws, as appearing in the 2024 Official Edition, is hereby amended by adding the following paragraph:-

Notwithstanding any general or special law to the contrary, commercial boarding or training kennels within the Commonwealth existing on or before December 19, 2024 shall be exempt from any promulgate rules and regulations on square‑footage‑per‑dog and staff to animal ratios, provided that the operator held a valid municipal kennel license on or before that date. Such grandfathered status shall terminate if the facility transfers ownership, ceases operation for more than 12 consecutive months, or expand its operations beyond the capacity authorized under its existing license. The exemption shall expire on December 31, 2032, unless extended by further act of the general court.
