Foreign Ownership of Farmland Registry

Messrs. Tarr and Montigny move that the proposed new draft be amended in section 11 by inserting after subsection (b)(v) the following subsection:-

"(vi) whether agricultural land or horticultural land is owned, directly or indirectly, by a foreign government, foreign state‑owned enterprise, or foreign sovereign wealth fund, to the extent such information is ascertainable through public records or disclosures required under state or federal law."; and in said section 11 by adding the following subsection:-

"(d) The department shall annually publish a report summarizing the extent of agricultural and horticultural land ownership by foreign governments, foreign state‑owned enterprises, and foreign sovereign wealth funds, including regional distribution and any changes in ownership over the preceding year. The report shall be filed with the clerks of the house of representatives and the senate and the joint committee on agriculture and fisheries."
