Livestock Slaughtering for Geographically Isolated Communities
Messrs. Cyr and Eldridge move that the proposed new draft be amended by inserting the following section:-
SECTION X. The department of agriculture, in consultation with the department of public health, shall study the transportation of livestock, as defined under section 39E of chapter 129, to federally inspected livestock establishments for slaughtering purposes from geographically isolated or rural communities. The department shall submit a report on its findings, which shall include: (a) barriers imposed by relevant federal and state regulations; (b) barriers imposed specific to each geographically isolated or rural community; (c) the financial effects of identified barriers under subsections (a) and (b), including food affordability; (d) recommended state action to address identified barriers under subsections (a) and (b) and improve access to meat food products derived from livestock slaughtering for persons living in such geographically isolated or rural communities. The report shall be filed with the clerks of the senate and the house of representatives, the senate and house chairs of the joint committee on agriculture and fisheries, the senate and house chairs of the joint committee on public health and the senate and house committees on ways and means not later than June 30, 2027.
