Extended Producer Responsibility Needs Assessment
Messrs. DiDomenico and Mark, Ms. Comerford and Messrs. Keenan, Rush and Eldridge move that the proposed new draft be amended by inserting after item 2200-7029 the following item:-
“xxxx-xxxx For the Department of Environmental Protection to conduct a waste reduction needs assessment covering packaging and printed paper to identify policies and infrastructure required to achieve the waste reduction goals of the solid waste master plan, and to conform to the recommendation by the Extended Producer Responsibility Commission established by Section 108 of Chapter 239 of the Acts of 2024. The assessment shall include a statewide evaluation of the quantity and types of each covered material currently managed in the Commonwealth through reuse, recycling, composting and disposal; net management costs for each material and management method; level of access by sector and region to recycling and reuse; infrastructure capacity in the commonwealth and contiguous states; impacts of non-recyclable covered materials on recycling management and costs; projection of future needs and costs to achieve the goals of the plan, including recycling access for all residents, schools, entertainment venues, small commercial locations, and public spaces; projection of future cost and greenhouse gas emission savings that would be realized by their implementation; and recommendations for how to achieve the plan’s waste reduction goals, including the role that extended producer responsibility would play. The department shall appoint a multi-stakeholder committee to inform the assessment’s scope of work, provide data for and comments on the assessment, review assessments and extended producer responsibility programs for the covered materials in other jurisdictions, and provide final recommendations to the General Court and the Governor based on the assessment.............................................$1,200,000”
