Promoting the Health of Beaches owned by the Department of Conservation and Recreation

Messrs. Tarr and Eldridge move that the proposed new draft be amended by inserting at the end the following section:-

"SECTION X. Notwithstanding any general or special law, rule, or regulation to the contrary, the department of conservation and recreation shall develop a resource management plan for each coastal beach under its care, custody, or control, provided that such management plan shall provide for the establishment and updating of baseline conditions including but not limited to beach and dune elevations and slope, sand volumes, and other relevant data, shall identify routine and ongoing maintenance activities necessary to maintain the health of the beach and its dune systems and the necessary permits therefore, shall identify resources needed and available for the execution of said plan, shall identify any critical public infrastructure and natural resources protected by or dependent on a beach and its dune system, and maximize the opportunity for federal disaster and other financial assistance for the costs of repairing and maintaining a beach which is the subject of such plan."
