Mr. Moore moves that the proposed new draft be amended by striking out, in line 846, the figure “50” and replacing it with the figure “40,” and by inserting after the word “material” the following words:- ", provided, however, that an 8 pound or smaller recycled paper bag shall contain not less than 20 percent post consumer recycled material."
