DCR Stewardship Program Oversight
Representatives Kerans of Danvers and Kassner of Hamilton move to amend the bill in section 2, in item 2800-1123, in line 18, by inserting after "efforts" the following: "provided further, that a tenant who is involved in the stewardship program is responsible for paying real estate taxes to the municipality, unless expressly waived by the municipality, in which the property is located. If a tenant of a property involved in the stewardship program is delinquent for over ninety days on their taxes, or owes a sum greater than $10,000 in back taxes, the department of conservation and recreation shall assume responsibility in paying back taxes to the owed municipality. The department of conservation and recreation shall also provide a report of the stewardship program annually, including data regarding the number of properties in the program, progress reports on restoration efforts, and tax compliance information for all involved properties. A copy of this report shall be disposed to the joint committee on ways and means, as well as to each municipality involved in the stewardship program."
