Transition Age Youth Housing Stability and Notice Requirement
Ms. Miranda and Ms. Edwards move that the proposed new text be amended in section 42, in subsection (6), by inserting after the word “opportunities” the following:-
“ (vi) access to the federal Foster Youth to Independence voucher program or any other federally-funded housing assistance shall not serve as a basis for, or be considered in the determination of, a youth's readiness for case closure, and the department shall not close or reduce services to a young adult solely or in part because such housing assistance is or may become available to that young adult.’
(vii) Not less than 90 days prior to the closure of a young adult's case or the termination of services provided by the department, the department shall provide written notice to the young adult and to the young adult's assigned social worker of the department's intent to close the case. Such notice shall be written in clear and developmentally appropriate language and shall include, but not be limited to: (A) the anticipated date of case closure; (B) the reasons for the proposed case closure; (C) a description of the young adult's right to continue receiving services pursuant to this section, if eligible; (D) information regarding the process for re-engaging with the department under a voluntary placement agreement; (E) information regarding available housing, educational, employment, health care and supportive service resources; and (F) information regarding any federal, state or local benefits or programs for which the young adult may be eligible.”
