Strengthening FRCs
Messrs. Brady and Payano move that the proposed new text be amended by inserting, after SECTION X, the following section:—
"SECTION X(a). Chapter 6A of the General Laws, as appearing in the 2024 Official Edition, is hereby amended by inserting after section 16BB the following section:—
Section 16CC. (a) Any family resource center receiving funding, administration, or support from the executive office of health and human services or the department of children and families, which operates within a catchment area where 10 per cent or more of the population speaks a primary language other than English, according to the most recent United States Census data, shall maintain staffing and programming parity reflective of such community demographics. Such centers shall employ full-time, dual-language staff fluent in the primary languages represented within the service area.
(b) Each family resource center subject to subsection (a) shall enter into a formal memorandum of understanding or contract with at least 1 community-based, culturally specific non-profit organization operating within its service area. Said partnerships shall provide for the co-location of services, community-led outreach, and culturally tailored navigation services for families undergoing the child requiring assistance process pursuant to sections 39E to 39I, inclusive, of chapter 119.".
